[mrtg] feature-suggestions

Hi,

Now since mrtg has gotten the ability to run as a service, there might
be some need for it to behave more like a unix-daemon:

* sending a HUP to the process should make it reread it's config files
* optional logging to syslog
* pid and lock-files should be possible to set up in mrtg.cfg

a little buglet:
When running mrtg with a gd that only support gif, the mrtg-pages is
referring to the logos in gif-format, they only exists in png now.
Actually they seems to be under monitor/images in the distribution...
