Check your targets.  The part inbetween the brackets should be different
for each target.

so:
   Target[device.1]: 1:public at device
   [...]
   Target[device.2]: 2:public at device
is okay while
   Target[device]: 1:public at device
   [...]
   Target[device]: 2:public at device
is not.

If they do differ, post a portion of your config.  Try to include the
relevant parts only without stripping too much.  Mask out the passwords.
