[mrtg] SNMP error No response

I am a first time MRTG user trying to monitor Cisco 7200 routers on WinNT
platform. When I run the command:

perl cfgmaker public at 10.10.10.1 --global "WorkDir: c:\www\mrtg" --output
mrtg.cfg

I get SNMP error
No response from the device.

I have been told that the community string is public.
Could this be down to pix firewall configuration.
