I found a bug: the handling of ^ and $ targets wasn't correct. I might have
introduced this in one of the last patches but it might be older.

Especially configs without Directory at all or empty Directory settings are
affected. I'm sorry but I have again to ask you to test it and to tell me
your results.

PS: There is a problem with the CVS access I installed: It's not possible to
    retrieve vesion <1.0. This might be a bug in cvsweb, I've written to the
    author.
