Right now I use Blat wqith MRTG, but I just downloaded this program,
and I think I might give it a try.  It is FREEWARE.

 Command Mail - a SMTP (Simple Mail Transfer Protocol) Mailer
 driven only by a command line. This means that there is no
 user interface. By using the Win95/98/WinNT shell, you can send
 mail and/or attachments.  You are also able to log transfers.
