Assuming the protocol used == Snmp, this error tells you that there was
no response to a query from cfgmaker.

First things first: establish a successfull connection to the device
using your favourite snmp query tool.  When this works, start thinking
about MRTG.

Suggestions/questions:
- do you have a network connection to the device?
  (not as silly a question as it seems!)
- is SNMP enabled on the device?
- is the community string "public", or has it been changed?
- is the network fast enough or could the connection time out?

I'm sure other people can add to this list...
