The perl module of rrdtool consists of two parts: RRDs.pm and a shared
library "RRDs.so". Instead of doing the copy yourself install the perl
module for rrdtool from rrdtool-1.0.24 with the command
make site-perl-inst

@INC is the path where perl searches for libraries. And no you don't
need to install perl again.
