[mrtg] Problem with Cisco catalyst1900

Hi:

I'm trying to monitor each port on cisco catalyst1900 using MRTG.
But after I do up configure file by cfgmaker , I can not collect
information correctly. The problem is :

 $mrtg switchin.cfg
SNMP Error:
Received SNMP response with error code

SNMPGET Problem for ifInOctets.37 ifOutOctets.37 sysUptime sysName
ifDescr.37 on public at 192.168.1.251
SNMPGET: Failed to reach target: "37:public at 192.168.1.251". I tried
multiple times! public at 192.168.1.251
$

I set up SNMP on catalyst1900 as both public community. why?
How can I solve the problem?
