If you use the Threshold config option, I would recommend BLAT for sending the mail.  It is a command line utility that will send e-mail if you give it the address of an SMTP server.

I don't see any reason it can't be possible.
If you wish to use mrtg to do this then just monitor that oid
then set the  threshold stuff (3/4 of the way through mrtg's manual)
there may be something in the contrib dir or in the list that would show
you exactually how to do it
(though I doubt it will have the appropriate OID)
