US Mountain Zone is -7 hours from GMT or Universal Time. However, I still
get the wrong time on my charts.

Any clue?

Eastern US -5 hours

Are you?

The number represents the hours west of Greenwich. You *are* west of
greenwich and therefore you should use a positive number.

Here in Europe we are 1 hour east of Greenwich, we are at GMT-1.

This is probably all... Just make sure to use the proper sign.
You probably got your number from a M$ system where it has a different
meaning.
