No, US Mountain Zone is +7 hours west from GMT.
You have to add (-7) hours to GMT time to get local time.
This is the difference in sign.  It depends on what you are describing.

See this:

Current date and time:
   [alex at slot alex]$ date
   Mon Mar  6 19:20:38 CET 2000

Current date and time for MET-1:
   [alex at slot alex]$ TZ=MET-1 date
   Mon Mar  6 19:20:44 MET 2000

Current date and time for GMT-1:
   [alex at slot alex]$ TZ=GMT-1 date
   Mon Mar  6 19:20:54 GMT 2000
(as you can see, the text does't alter the zone)

Current date and time for GMT+1:
   [alex at slot alex]$ TZ=GMT+1 date
   Mon Mar  6 17:21:01 GMT 2000
(Offset in the other direction).


As you can see, the error of two hours is caused by the wrong sign.

As a rule of the tumb:
In the windows properties of microsoft servers, use an offset in hours.
In computer operating systems, use "hours west of GMT"
