If I understand MRTG correctly, then MRTG will only update each graphic as 
the interval period for each graph expires.

IE: Why would you update the weekly graph, which has a 30 minute average 
interval, every 5 minutes?   That would be rather silly.  But if the graph 
doesn't exist in the first place, then sure, create a new one.  Same for 
the monthly graph, it has a 2 hour average, so why would you write a new 
one every five minutes. I would expect it to be updated every 2 hours.

Seems perfectly logical to me, and MRTG is doing the correct thing.
