The webpage is updated every 5 minutes.  This is not strange, it is MRTG
doing that.  What is strange is that there are no errors seen, perhaps this
is a MRTG-NT quirck.

This may be anything, most likely the inclusion of debug symbols or something
alike.  AFAIK it doesn't mean anything.

You could run rateup.exe by itself and see what happens. It should give
you an usage notification.
