mrtg+rrdtool (14all) will do this. But as it creates the graphs only on
request from a web browser (with a CGI script) it might not do what you
want.

(I'm thinking about a command line program to tell mrtg+rrdtool+14all
to create some graphs. Don't hold your beath)
