This could be:

- You are monitoring something that comes down to less than 1 per second
  (in which case you should use the perminute or perhour option)
- The rate is higher than the MaxBytes setting.

In both cases this can be checked:

Get a sample.  Wait 300 seconds.  Get another sample.
Subtract the first outcome from the second outcome.
Divide the result by 300.
Compare the result to your config file.
