Once you've installed SNMPD (like ucd-snmp), then you can configure it using
template fragments from http://www.somix.com/software/mrtg/ for linux boxes
(UCD-SNMP templates) or install Denika Performance Trender to help you
create the reports quickly and easily at
http://www.somix.com/software/downloads/available.html

You need a running snmpd, yes, but there is also a different problem:
linux doesn't do network accounting on the number of bytes transfered,
only the number of packets. (at least it used to). You can do byte
accounting by using ipchains, but it's a little bit more work to setup.
