I agree, config.mrtg.org would be great.  Same look/feel as the www.mrtg.org site would be even better.  As for the other suggestions, go with whatever works best in the open model (of course!)

Unless you have another domain name in mind.  For a search engine,
and possibly as a solution to forms based submission, you might look
at PHP/mySQL.  You could create a table with architecture, operating
system, mrtg version, hardware target type, and config as rows.
simple SQL commands would allow you to search based on any of these, or
any combination of these.  Even storing the configs, or tar files, as
entries in the database probably wouldn't be that hard, and unles you
start to get really huge multi-MB submissions.
SQL makes search "engine" finctions pretty easy, without needing a 
seperate search engine like the UltraSeek search engine.
