You can also look at NetSaint.  It is just like BigBrother.  Both are very
good at monitoring.  I use NetSaint with MRTG plugin just for monitoring
MRTG information (thresholds).

Have you tried looking at Big Brother for threshold monitoring.  It has the
delay capability that you want.  It monitors servers and routers also and
it's free.  I've attached their homepage.  Click around and you might find
