Compare those two OIDs, after "" there is a difference: 16 vs. 17

Maybe you try to query the wrong instance? (I don't know what
.microsoft.software.4 is and don't have the MIB)

Try to do

   snmpwalk public .

to see which instances are available

I don't think that doing getnext would be reasonable for MRTG: You don't
know what you're monitoring.
