[mrtg] Graph Time Ahead

It was pointed out to me that the graph time is incorrect.  The page say it
was created at 8 AM but the graph shows 10 AM.  (It really is 8 AM.)  I
stopped and restarted but no correction.

Note:  It is doing this for 20 cfg files running on the same machine with
the correct time and time zone.  (Windows NT Platform.)
