Verify that the IP address you're using is the box you think it is (the one
with SNMP).
Try using GETIF and start walking at OID 1.3.6.1. If you still get no
response, check
that the community name "public" is set up in SNMP on the box at least for
read access.
If that doesn't work, try PINGing to see if you have basic network
connectivity.
If you can PING, and "public" is set up, check to see if a firewall or
router filter
between you and the box is stopping SNMP. Try restarting the service or
rebooting.
Try using some trace tool (e.g. Sniffer) to see if the SNMP packet is making
it
to the box. If it is, see if the box is responding, but the response not
making it
back to you.

errors in running SNMP. When I run:

I've downloaded Getif and when I try to find WIB the answer is "No response
from SNMP Server". The SNMP service is running !
