[mrtg] Flat-lining W/O Rate Drop or Outage

Why would MRTG show a 64k ISDN connection flat-lining for short periods
at rates of 2, 4 or 6kbps? There is no outage during these periods. 

My provider, PSInet, has a monitoring program that never shows these
flat-line periods (program vendor unknown). It is, however, set to check
only every 15 minutes rather than every 5 minutes as MRTG is configured.
Nonetheless, when MRTG shows a flatline for an hour or two, their
program should show much the same thing.

Lastly, PSInet claims that bandwidth should be increased when average
usage reaches 50%. I'm curious if anyone else has any experience in
reasonable band usage.
