Make sure that both of you are measuring in the same increments Kb vs B vs
KB vs b etc.

If you are sure of that, then it has been my experience that my stuff has
always been more accurate, the best thing to do is sit down with your ISP
and see how each of you are monitoring.

Is this a point to point or a frame-relay interface.  If it is a Frame
connection then maybe he is monitoring the whole frame and not your dlci.
