This covers the cfgmaker part, but can you also explain and, even
better, work around the mrtg/rrdtool problem?

This is weird as this has nothing to do with cfgmaker.  Cfgmaker
just makes a config file.  If this file is edited by hand to enable
the DS3/OC3 interface, there's no reason why it shouldn't work ?!?
