[mrtg] User to run mrtg under?

Simple question.

What user should mrtg run under?  Also who should own the html directories 
and files?  I am running under root but I will soon have people creating 
their own config files and charts and I do not want them to have root access.

I cannot find anything in the documentation regarding this question.
