First of all, ARP won't tell you how many active sessions you have.
Particularly if you have more than 1 network (and if you have a 3640, you
probably have several networks hiding behind your 3640.

If it were me, I would think about grabbing the output of "show ip cache
flow" and parsing it.  You can grab that in a script if you enable the web
interface.  There is a lot to a process like that, so you would need to know
a fair amount of perl to make that work.  I haven't found a mib that
displays the information from show ip cache flow...
