This sounds like there is no snmp community "public" set up on the device
you are trying to get information from rather than a problem with Redhat.
If it is a cisco ios device then the command is:

snmp-server community <community string> <privilages, ro (read only) rw
(read write)> <access list number for restricting snmp access to certain
networks/hosts>

So the command that would make this config work would be:

snmp-server community public ro

Though this could allow anyone to get stats from the device so you might
want to change the community string or add some access list control.

If it isn't a cisco ios device then have a look in the manual for how to set
up snmp community strings.
