SNMP is located on the Windows 98 CDROM
located in directory:

\tools\reskit\netadmin\snmp

In Win98, go to Control Panel:Network
On the Configuration Tab: Click on the "Add" Button
Select "Service"
Click on "Have Disk" and point it at
the above directory on the CDROM.

(At least, this is where it is on the U.S. version
of Win98)
