Nope, found the ****ing problem, it appears that when you make a
IP address change on a NT machine (after the machine is rebooted)
you must physically STOP the SNMP service, wait a minute or two
and then START the SNMP service again...after doing this, I was
able to run ./cfgmaker <community>@new-ip-addr-of-nt-server
