Tried that and I get the following:

The name specified is not recognized as an
internal or external command, operable program or batch file.
WARNING: Could not get any data from external command
'c:/mrtg/bin/mrtg-ping-pro
be 172.16.150.18'
Maybe the external command did not even start. (No such file or directory)

Notice the error only shows them as regular apostrophe's ('), but I put in
there exactly what is in your example below.

You need to place your ping command inside backticks eg
Target[BrowardHiper1_ping]: `c:/mrtg/bin/mrtg-ping-probe 172.16.150.18`
