[mrtg] target and ports

Well, I would like to discuss the meaning of the port. Does it mean ifIndex
of the interface? For example, are the following lines the same:

Target[router]:/217.16.128.250:public at 217.16.128.250
Target[router]:23:public at 217.16.128.250
Target[router]:
1.3.6.1.2.1.2.2.1.10.23&.3.6.1.2.1.2.2.1.16.23:public at 217.16.128.250 

if ipAdEntIfIndex.217.16.128.250=23?
