I guess the part that confuses me in the instructions is the first step which is to create a build with c++ since I have never used c++ before I am not sure on how to do this?

If you have a working MRTG setup then you are half way.
Have a look at these sites...

Take a look at it, you will find a wealth of information about MRTG and
