In principle: yes.  However, the file needs to be correct in order to be
included in MRTG.  Note that you don't need to load a mib.

You need to know the textual representation of the complete OID (+instance)
if you imported the mib into MRTG.  You can also convert the textual representation
to the OID yourself and enter the numbers.
In both cases, knowing "CISCO-FRAME-RELAY-MIB.my" is not enough.

There are some pieces of information on the faq page, along with some pointers
to snmp-related sites.  Your question has nothing to do with MRTG itself, the
knowledge you seek is asumed to be known if you start with MRTG.

follow the link to the links page.  On this link page, start with
the RRDtool tutorial.  There is some information on snmp in there too.

I don't know for sure (didn't touch cfgmaker for a ***looooong*** time)
but I think it isn't possible to configure it using a mib file.
