This is not a real signal, it is just an error in your setup.
Most likely the config file isn't correct.

Have you tried cfgmaker?  Even if you don't actually use the
generated config file it can act as a template.

Start simple.  Just define one target.  Get this to work.  Only
then expand your config file.

Make sure you follow the MRTG for WIN guide when you set it up.
Make sure to use the latest version.

If this doesn't help you to solve the problem, just post a complete
config file (the small version with only one target!) and we'll all
have a look.  You seem to be using rfc 1918 addresses but alter the
community string and the ip addresses anyway if desired.
