[mrtg] Zero Values and Non-responding hosts

I monitor several routers and hosts with mrtg, and I have thresholds set
up to alert me to issues.  I'm running mrtg.2.9.4 with rrdtool on a redhat
linux box.  Anyways, I had a router go bye bye, and i have each interface
with the following

Options[target]: unknaszero
ThreshMinI[target]: 1
ThreshProgI[target]: notify
ThreshProgOKI[target]: ok

I have the same info likewise for Output as well.  Anyways, the router
went down, and low and behold no page.  I dig a bit deeper and I notice
the rrdtool database hasn't been updated since about the time it went
down.  Why didn't it continue updating?  Do I need to specify with zeroes
to correct this?  My understanding was that it would interpret no value as
an unknown value which would then be interpreted as zero.
