[mrtg] MAKE Problem

I am installing mrtg-2.9.10 on a AIX box (oslevel 4.3.1.0). When I try to compile zlib, I get messages indicating that cc is not found. I remember seeing some info on this, but am unable to locate it. Any suggestions?
