[mrtg] How does mrtg average values?

[trance at trance.birch.net]

I have a graph showing a max of 90.0 and a min of 0.0 over a period of a
week.  The average shows 0.0 but shouldn't this be 0.2?  Does mrtg drop
the highest value when averaging?
