More guessing. . . 

8 in five minutes is 96 per hour, which is close enough that the rolling-
five-minute-average (which I believe exists, but have never studied to
understand just how the calculation is done) might explain the difference.
(There is also the issue that the sample might not have been exactly five
minutes long--MRTG "corrects" the rate recorded to account for the exact
sample interval actually read, I do believe.)
