Not for the moment.

Yes it does.
First try to make a cfg file with cfgmaker, telling him to check a target that
you know is valid (SNMP enabled), then look at the cfg file you produced, the
basic configuration commands are used.
If you want to learn more about it, check the doc, and especially
reference.html & cfgmaker.html.
