I have the same problem. I noticed it after the server had crashed. The
guts of it was that the file permissions were incorrect. I was able to run
it fine from a command prompt but as a service (cron, at etc) it would fail.
The is a resource kit utility (fixacls.exe) that will restore the defualt NT
file permissions on the system disk. Check the root of your system disk and
see whether the system account has full control. If not then run this
utility and restat your daemon.

MRTG quit running yesterday morning with the following errors in the Event
log. I am using Firedaemon and have removed the service and added it back,
and I get the same errors. I am running version MRTG 2.9.17 and Perl 5.6.1
and using wPerl for this. It is on a NT4 machine SP6a and all hotfixes. MRTG
will run fine with the same config file in a Command Prompt window. Any
ideas what the problem is, or how to fix it?
Subprocess monitoring failed due to subprocess is no longer active. The
subprocess is probably dead. Restarting the process. Error code: 203.
The service failed to shutdown correctly due to subprocess being unable to
be killed. Error code: 5.
