Have you tried just cfgmaker community at x.x.x.x ?

It looks like some of the options you are trying have 
only been around since about 2.9.x versions...

I've got MRTG version 2.8.9-1 on Debian distribution.
If I try this example:

     cfgmaker --global "WorkDir: /home/www"           \
               --global "Options[_]: growright,bits"    \
               --ifref=name                               \
               public at myrouter > mrtg.cfg

I get message:

     USAGE: cfgmaker [--vendor] 'community'@'router'

     use the --vendor option to try and wrestle some better information
     from willing livingston and cisco routers ... (may not work)

     EXAMPLE:  cfgmaker public at ezwf7.ethz.ch >>mrtg.cfg


Any ideas?
