[mrtg] RRDTool Error

I am getting the following error when trying to switch to using rrdtool.
Below this I will show the beginning of my config file. What am I missing?
Is there something that I need to compile in perl or something before this
will work? Is there a different command line to start it? Rrds.pm is at the
location noted in config, but I have added it to the perl\lib directory too
and it still does not work.
 
This is on an NT4 machine running service pack 6a. I run it with the command
"perl mrtg allforone.cfg."

Can't locate loadable object for module RRDs in @INC (@INC contains:
c:\mrtg\rrd\ C:/mrtg/bin\..\lib\mrtg2 C:/mrtg/bin D:/Perl/lib

line 159.
