Your shell treats mrtg.cfg as a shell script. First. the shell tries to
execute 1.3.6.1.2.1.2.2.1.16.24:public at switch1.webintellects.com
(and, of course, complains that there is no such program), puts it into
background (the "&" does that) and the it tries to execute
1.3.6.1.2.1.2.2.1.10.24.

I do not what is happening on your site, but it looks to me that your
setup is completely wrong.

Also, I think its not a good idea to run mrtg as root (in a productive
environment)
