I don't know for sure however I think that you are *not* seeing
zero values.  What probably is happening here is that you are
seeing *nothing* at that point in the graph.

14all.cgi has nothing to do with collecting the data.  It is the
rrdtool process (run from MRTG) that does this.  If you want to
modify default behaviour I suggest you have a look on the faq
page for more information on how these processes work, and on
the rrdtool home page for information on that.

Depending on your goal you may want to clearly show missing data.
If that's the case, you can show unknown intervals by a red column
in stead of repeating the last known value.

If you want to repeat the last known value to somewhat hide the
fact that MRTG didn't receive (valid) data, you could play a bit
with the xff setting of rrdtool.

I know this doesn't answer your questions entirely however there's
much information already available.  Please read that and ask more
questions if you need to do so.
