I don't think that is possible, you can change the timeouts and retries...

Or you can use a monitoring tool that has notifications, I don't know any
freebies but I use WhatsUpGold from IPSwitch (www.ipswitch.com)

Subject: [mrtg] Thresh question

I am using ThreshMinO[x.x.x.x]: 0 on ver 2.9.17 to fire off an email when
my server goes down. This particular server is located at a wireless ISP. It
looks like they loose signal briefly many times in the day, hence I get
about 20+ email warnings from mrtg. I am limited in my understanding, but is
there a way to tell mrtg to wait until it misses 3-4 polls before sending
the network down message?
