Jim,
193 Kbytes/sec is equal to 1544 Kbits/sec. Remember there are 8 bits to a
byte. That is a full T1. Try specifying bits in your Option[_] statement
so your graphs show bits.

I have a T1 between 2 buildings. (This is leased from a local Telco.) When
I ran MRTG against the router, I got a reading of 193.0 kBytes/sec for the
line speed. Obviously that isn't a T1. The Cisco routers are a 1720 at
each end connected directly to the smart jack (with no CSU/DSU) and the LAN.
Is there anyway for me to verify the bandwidth on the T1 other than knowing
it is saturated and very slow. I have full access to the routers.
