I would not suggest multiplying the target by 8.  That's what the 
Options: bits is for...

As for the speed, is there a bandwidth statement in the config of 
the router or something?  I think that's where MRTG gets the 
link speed from.

Was just checking with you, so you dont do double the work.
Paul's way will work, you could * 8 in the target line.

Target[eth]: 1:public at localhost * 8

That should work with the least about of pain.
