[mrtg] indexmaker...Error unable to open file:regexp

Running 2.9.17 on NT with SP6

After entering 'perl indexmaker regexp mrtg.cfg' I get the error 'Error
unable to open file:regexp'  I tried creating a text file in the \bin dir
as well but to no success.  I'm sure it is something simple I am
overlooking.
Any help is appreciated
