anyway I'm new to mrtg,
so what you mean "threshold on mrtg"?
it's another tool?
What I want here is that administrators will be inform when the line is down
by email or even pager
besite sitting in-font of the monitor looking at the physical graph.

Why do you say this?  By using the router (or perhaps an SNMP collector
that is receiving traps directly from the router), you get an active
monitoring system.  Other (polling-based) systems are dependent on a
polling interval, which may result in missed events.
