Most likely it does. Every error tells you "Operation not permitted".
First make sure you can query your device using snmpget. For help
on this you may have to ask debian users and/or search the web on
snmp daemons.
When you are able to query the stats yourself, it is time to start
thinking about mrtg.
You cannot expect MRTG to get information if its foundations do not
work properly (you need a working computer, OS, firewall, SNMP etc.)
